A "Wow .... " situation

I'm in a place where there is supposed to be silence, quiet discussion, and no food/drinks. Can you guess where I am?

There is a senior who sees someone across from him eating. He tries to tell her that she can't eat in here. I didn't see any harm. He continues on, rambling about how disgraceful she is and how he's never seen anything like this. She looks at him and says, "It's none of your business". This continues on with him telling her off and her ignoring him. Then, he shuts up but his gaze continues to linger every couple minutes. She gets up and finds higher authority and tells them of the situation. He gets up and follows her and tells his side of the story. The old man lost. She gets back to her seat, but before she sits down, she looks back at him, grins and gives a small wave. He grumbles to his wife, both refusing to sit down near her.

What do I make of this situation? I call it a "Wow ..." Situation.
